28E Agreement establishing SCRAA available

OSKALOOSA — At a meeting of the South Central Regional Airport Agency on March 26, SCRAA Chairman Jim Hansen told those attending the meeting that the SCRAA was formed through a 28E agreement between the cities of Pella and Oskaloosa, as well as Mahaska County.

The SCRAA is in charge of developing, building and running a regional airport, Hansen said at that meeting, adding that it is not up to the SCRAA to decide whether there will be a regional airport. It is up to the SCRAA to decide where that airport will be and how it will be configured, said Hansen.

The 28E Agreement is available on the city of Oskaloosa’s Web site at http://www.oskaloosaiowa.org.

According to the city of Oskaloosa’s Web site, “The South Central Regional Airport Agency (SCRAA) is an entity that is responsible for ushering the evaluation, construction and operations of a regional airport forward on behalf of the City of Oskaloosa, the City of Pella and Mahaska County.”

The city of Oskaloosa’s Web site references the 28E Agreement directly and explains it further.

“In 2012, the parties worked cooperatively with the Federal Aviation Administration to draft a 28E agreement that legally solidifies the parties’ intent to move forward with the evaluation and construction of a regional airport facility. The 28E agreement outlines each parties rights and responsibilities for the joint acquisition, construction, equipping, use, expansion and operation of an airport facility.

The 28E agreement also established the South Central Regional Airport Agency. The SCRAA is a separate legal entity that is directed by its Board of Directors. The Board is comprised of two representatives from the City of Oskaloosa, three representatives from the City of Pella and one representative from Mahaska County.”

The city of Oskaloosa’s Web site also notes that the SCRAA meets at least quarterly, that its annual meeting is to be held during February of each year and that these meetings are to be held at alternate locations between Oskaloosa and Pella.
