Supervisors discuss regional mental health services

OSKALOOSA —  The Mahaska County Board of Supervisors discussed a regional mental health agreement to combine services in three counties at its meeting Monday.

The supervisors discussed 28E agreements between Mahaska, Marion and Powesheik counties to form the Tri-County Behavioral Health Region and Tri-County Case Management.

The supervisors and County Attorney Charles Stream had some reservations about the agreement.

Board Chairman Greg Gordy said Stream had three pages of concerns after he had studied the 28E agreement that he had submitted Friday. Gordy said he had concerns about Tri-County’s governing board having only one supervisor from each county making financial decisions that may run counter to the views of the other members of the Mahaska County Board of Supervisors. Gordy also had concerns about budgetary issues.

Supervisor Mark Doland said he would like to see a copy of Tri-County’s bylaws and other organizational documents so the board could get a feel for the organization before approving the 28E agreement.

Central Point Coordinator Julie Bak said Powesheik County’s three-year certification expires on Dec. 31 and Mahaska County’s certification expires Feb. 1, 2014. She said it is important for the counties to know if they need to become re-certified or if Tri-County will be active.

“We’re losing time here,” Supervisor Mike Vander Molen said. Vander Molen asked the other supervisors about their concerns.

Gordy said he was concerned with the vagueness of the document.

Doland said he would like to see the issues Stream highlighted addressed.

Vander Molen said the concerns could be met and the revised agreement would be resubmitted to Stream and the supervisors for review. The revised agreement with explanations for changes also would need to be sent to Marion and Powesheik county officials for approval.

In other action, the supervisors approved the purchase of mowing tractor from Titan Machinery for $68,388. They also approved the purchase of a tandem axle semi tractor from GATR Truck Center for $107,600.
