What to know when walking pets

OSKALOOSA — It seems like we are on a track to being normal. Temperatures have remained steadily in the 70s and one day of 80s for the past week. This next week looks to have highs in the mid to upper 70s. It also looks to be sunny all week. We better enjoy this while it lasts because before we know it, it will be 5 degrees outside with a foot of snow on the ground. This week, I have one question in particular.



Question: What are the guidelines for people who walk their pets as to letting the pets on other peoples property? They allow that leash to go as far as the pet wants to go and do their business- never cleaning up after.



For this particular question, I focused on the animal waste aspect. The Oskaloosa City Code states “It is unlawful for any owner, keeper or walker of a dog, cat or other animal to permit said animal to discharge its feces upon any public or private property within the city limits other than the property of the owner of the animal unless the animal's feces is immediately thereafter removed from the public or private property and disposed of in a sanitary manner. All structures, yards or pens wherein any dog, cat or other animal is confined must be kept clean and free of odors caused by urine and/or feces.”



 I also spoke with the City Attorney with regards to fines for not cleaning up animal waste. The Oskaloosa Police Department is the entity that files charges against persons for not cleaning up animal waste. However, they only do this if you call them. In addition, they will proceed with charges if the person reporting is willing to testify on what they witnessed. It should be noted that the person calling the police is not the person filing charges. The police department does that. The person who is reporting the incident will be asked to testify on what they witnessed, otherwise charges may not proceed.
